Steve, I've thought about this myself (more from inside of GeoMoose however, which is built on top of OpenLayers). Same idea though. I keep going back to the notion that this leads to wanting a real 3D environment to visualize things though. I've done some experimenting with HTML5/Canvas and such, and the browsers are fully capable (except IE it seems) to render full on 3D.
