I did as Seth said, now I can upload image buth not ppt and video.

/opt/red5/log/error.log is as follow :

ERROR org.red5.server.jmx.JMXAgent - {}
java.rmi.server.ExportException: Port already in use: 9999; nested
exception is:
        java.net.BindException: Address already in use
        ......
