In the UK you have to have a TV licence if you receive TV. They use
detector vans and can tell if you're watching. So there is enough signal
emitted when receiving I guess.
in most if not all receivers, the downconverting sections are enclosed
in faraday cages.
the "tv detector vans" stuff is bogus as it would only work on the
crudest and oldest sets
