There are also some mvn build tools which give you more readable output messages. Having some convenient scripts in Perl sure why not, but it shouldn’t be a hard dependencies. If you want to develop on a Windows-Box you have to install Perl which is also quite weird. The issue I stumbled the first time across this topic when I tried to use Jenkins with native maven support. That was my main reason to compile and assemble it with Maven directly. Something like the ODL page with “How to setup a dev environment for OpenNMS" seems not a big deal:
