I think your resolution is perfect but it doesn't fix it for me. Here are the 
hardware IDs of the root hub in my case:
IUSB3\ROOT_HUB30&VID_8086&PID_1E31&REV_0004&SID_05721028
IUSB3\ROOT_HUB30&VID_8086&PID_1E31&REV_0004
IUSB3\ROOT_HUB30&VID_8086&PID_1E31

I had tested with self-compiled rc2 before and now with the latest release too 
by replacing the dll file, but it didn't seem to work. I face the same issue 
again.

I guess libusb might be statically linked in case of Freddie Choppin's 
binaries. So I might have to recompile OpenOCD from the sources, but I am 
unable to proceed on how to doing it. Could you please tell me how do I 
configure it to build properly using your library, do I have to copy libusb 
files to the source folder or not. Or if possible, could you please share your 
build script?

I am using TDM's prebuilt toolchain - MinGW64.
