Yes, we already do so.

And given proper rules files is distro-specific anyway (not every
distro is using e.g. plugdev group) I tend to agree with Andreas in
that OpenOCD is already doing everything reasonable and it's up to the
packagers to copy and change the rules file if appropriate.
