Thank you for this quite elaborate list, I'm sure it should be kept in
mind and will help a lot when thinking about the ways to develop
support for the relevant cores.

You should check our Gerrit server to see what is currently being done
with AArch64 and 64-bit targets in general.

To answer your question regarding the roadmap, all I can share is my
personal impression and best guess, which is by no means representing
the official OpenOCD project position. As far as I can tell, current
situation is that few volunteers (maintainers and some active users)
are trying hard to keep the codebase maintainable while integrating as
much as possible from numerous contributors with diverse needs and
backgrounds. Hence, there's no roadmap at all. The release goal is to
"provide users with something solid, reliable and mostly
backwards-compatible that has the newly contributed features nicely
integrated".
