At this point in time that answer is above my paygrade :-(

Is this:

The AARCH64 - can run both 32bit - and 64bit modes - and can switch dynamically 
on every task switch. Being able to debug both 32bit android and 64bit android 
is important.  Some designs include a small 32bit micro controller to manage 
sensor networks, or to provide other types of connectivity.

These requirements apply generically to any complex SoC and are not qualcomm 
specific. Thus  I don't think a modal debugger (ie: 32 or 64 bit - pick one, 
not both) is a good roadmap decision
