No magic here - it's just much simpler to do crosscompilation on Linux than fighting natively in Windows. The cause of problems in Windows is that OpenOCD needs many tools to be compiled. libftdi needs even more (cmake). Setting them all under MinGW or Cygwin seems to me like too much work because in any Linux distro most of them are present by default or can be installed with a few clicks.
