You supprice me. I did a search, but as you say ETSI is a mess unless 
you know exactly what document number to look for. However, the 
implementation in libpri means that T1 and E1 are different on Layer 3 
for EuroISDN, but I have a feeling that this is not 'EuroISDN', but a 
tweaked version that is closer to NI. It could also be that the 
differences are accidental (a bug). But, do anyone actuially use this?
