Look at /proc/interrupts and make sure the card isn't sharing an IRQ, if
it is, move it to a different slot.

Try with the latest SVN.
Try without |ecm.
Try without LOCALSTATIONID and LOCALHEADERINFO.
Try increasing WaitTime.
Try TxFAX -> RxFAX.
