Also try to setting the PCI-latency of all other cards to 0.
this can be done with setpci.
I've had one box with near 100% success-ratio when pci latency on all
cards was set to 0, except for the E1-card which was set to 255 while
the default pci config on the same box gave me about 50% success
ratio.
