Nate,
AFAIK, 'show codecs' command is just a snapshot and it will be remain unchanged for anyone's configuration.
I have searched for options not only in configure script but making 'grep -ir ilbc *' at openpbx's source tree, and did not find anything useful.

Subject: [Openpbx-users] Need to compile codec_ilbc

	Hello all,
I have installed a fresh openpbx 1.2-RC3, in fact I am testing
it to see if it can be the replacement of several asterisk boxes we have.
The problem is that we use Grandstream HandyTone models as Customer ATAs, as
they support ILBC.
I cannot manage to figure out how to include codec_ilbc into the
compilation list -is there a simple way or do I have to manipulate
Makefile's script?-, so any help would be appreciated. Don't think of me as
a 'gcc god' please.
	    Thanks in advance!

I believe it is in there without having to do anything. Start your console
and do show codecs

All the configure options are available at with configure --help

-Nate
