You're probably stuck with Asterisk then.  Since the iLBC code is not
GPL compatible, we cannot include it in OpenPBX since OpenPBX is GPL
licensed.  I'm not sure how Asterisk gets away with it since the free
version of Asterisk is GPL-licensed as well - that's Digium's problem
though and off-topic for this mailing list.
