I used the instructions from the openpbx wiki,

The system is running Centos 4.4 with kernel 2.6.20.1 compiled with 1000hz 
timer and other kernel settings as recommended by Openpbx.  Openpbx 1.2RC3, 
spandsp 0.0.3pre27.  No zaptel hardware is installed although zaptel 1.2.14 
and libpri 1.2.4 are compiled and loaded.  Hardware is Dell PowerEdge 860 
with the Dell Perc SATA RAID controller.

Relevant portion of extensions.conf is:

exten => fax,n,NoOp(RX: REMOTESTATIONID is ${REMOTESTATIONID})
exten => fax,n,NoOp(RX: PHASEESTATUS is ${PHASEESTATUS})
exten => fax,n,Hangup()

And of sip.conf is:

t38udptlsupport=yes             ; Turn on support for T.38 UDPTL

The sending ATA is a Grandstream HT286 running 1.0.7.19
