Please clarify in the description about the SUSI status of dependents.
saAmfSIAssignmentState=FULLY_ASSIGNED(2) gets updated based on counters, it is
not clear indicator of assignments from AMF perspective as these counters may
have different values during transtion of SG wrt admin operation. Ofcourse they
should have proper values when admin operation completes. One needs to check
the runtime objects SUSIs.
