configuration : 1App,1SG,5SU with 3comps each, 5SIs with 3csi each.
si-si deps configured as SI1<-SI2<-SI3<-SI4
csi-csi deps configured as CSI1/SI1<-CSI2/SI1<-CSI3<SI1 and
CSI1/SI5<-CSI2/SI5<-CSI3<SI5
Initially:
SU1 is on SC-1, SU2 on SC-2, SU3 on PL-3, SU4&SU5 on PL-4.
SU1 is active and SU2 is standby.
scenario:
--------------------------------------------------------------------------------
1.SU2 is locked.
2. while the standby assignments migrate to SU3, a component is made to reject
assignment till the recovery escalates to SURestart twice. Then it gets
instantiated properly and get standby assignments.
3. Now unlocking the SU2 doesn't unlock it as SG is unstable.
