I think combining both mailing lists into one would be a good idea. It should reduce confusion which list to use (-devel or -users) for sending mail and more people would see patches flying by. Even if people from -users list wouldn't start contributing to opensc right away, this might attract some new developers. Also, both mailing lists are rather low volume right now. OpenSC is a library for other developers to use, and the same goes for other projects hosted under opensc-project.org. OpenSC isn't something that true end users like Aunt Bessie and Uncle Bob would knowingly use. OpenSC users are almost always also developers (yes, maybe not _opensc_ developers, but developers nonetheless).
