IMHO, because it's a Material issue. Essentially you still only have
logical Material, it's just composed of multiple passes with simpler
Materials. If you put that into the Node, all the different drawing
nodes have to be changed to accommodate it. If you put it into the
Material, they don't, they just continue working.

The core idea will stay the same, some details will change. The
complication right now is that the RenderAction expects to get a
Material that returns a single State, and that wouldn't be true for a
MultiMaterial.
