That format needs to be changed. The old format is:

<region name= location_x= ... />

The new format will be:

<Nini>
        <Section name="Region_1">
                <key name="Name" value="" />
                <key name="Location_x" value="" />
        </Section>
</Nini>

Server script that generate the old format dynamically need to be
changed to generate the new format instead,
