I may be wrong, but I believe that this is because there used to be a dedicated mono scripting engine in opensim which was removed a while back. The Xengine can now handle mono script as well as lsl so it was no longer needed and having two that did the same thing was "clunky". As I say, this is as I remember it but may be wrong.
