If you're trying to give that functionality to someone else when you are still the owner of the prim, are you perhaps confusing the combination of "setting a prim for sale + contents radio button + default touch action set to buy" with being able to open a prim? If the item is set for sale, to sell the contents, and the default touch action is set to buy the object, then when another user clicks on the prim, it opens the window to buy the item's contents.
