You are right - I logged into SL to test this and ours is the same.

If you're trying to give that functionality to someone else when you are

action set to buy" with being able to open a prim? If the item is set
for sale, to sell the contents, and the default touch action is set to
buy the object, then when another user clicks on the prim, it opens the
window to buy the item's contents.

Sorry if this is confusing, but as far as I can tell in opensim 0.7.4,
the "open" option functions exactly as expected.
