In the viewer, the region itself appears to be empty. But your region database
table that holds the primitems is not empty for this region UUID.
When the region contents was deleted, an error occurred. The root prim of a
linkset was removed but the linked prim was not deleted. So the database is
no longer consistent. This is basically harmless, but annoying.
For a truly empty region you can load an empty OAR, or load a different OAR
without merge on.
It may be that saving the oar ( save oar tmp.oar ) and reloading it ( load oar tmp.oar ) will fix this.
The primitem can be manually deleted in the database. It's not really
worth the trouble and risk to do so as you can easily make a new, blank
region by shutting this region down and changing a few letters in the UUID.

I have a couple of regions that have logging on start up that say
"Database contained an orphan child prim ... This prim will not be
loaded.".? One of the regions is completely empty and still contains
this logging.
A few questions about them:
What are orphaned objects/prims and how do they occur?
How can I recover them or at least fix the logging?
Does the presence of an orphaned object/prim indicate the original
object has been lost or perhaps corrupted (For example, from the object
owner's inventory)?

17:53:35 - [REGION DB]: Database contains an orphan child prim Object
5d72003b-5741-4d0c-87ca-d11a5e936696 in region
