To the best of my knowledge the ARC contract system is not between 
supplying and consuming consolidations it is between supplying and 
consuming projects (ie individual ARC cases).  Even things in ON have a 
contract for use of OpenSSL.

So I beleive that this case needs yet another contract for OpenSSL.

Given the ever expanding number of contracts against OpenSSL I think we 
the owners of it need to take a serious look at this issue.  However I 
don't want to do that in the context of this case.
