The ARC has no such rule, and does allow projects to specify whatever
sort of delivery scheme is needed to satisfy the needs of the project.

However, some consolidations do have their own rules about ARC
citation that (unfortunately) require separate cases to be run.

Yes, I agree.  If we could get that one case, that'd be much better
than 30,000 paper cuts.
