I believe so, but that's definitely not this case; this case is merely an enabler for the new faspac behavior. A new case would not be required for the faspac change, as there are no interface changes involved. It just has to work. Typically, I believe, a patch would be issued to allow any system which required the ability to install packages with the new compression to have the new utility, much like you need to patch live upgrade first, before using it to upgrade your system.
