I thought that in the first step, star (as sfw) delivers to /usr/bin/star and
rmt replaces /etc/rmt. As the rmt code did not change (ecept for a security fix)
I do not see the need for a new ARC.
The second step is to change ufsdump to use librmt and after that, we start to
discuss how star replaces /usr/bin/tar
