Ah, two things here,...

   1)   The argument against is that you put things on root which need
        to be on root, nothing more.
        
        Think about it.  If you start putting things on root without
        justification, the whole root/usr distinction becomes lost.
        (Some have argued it should be lost, but if that's the case
        we need a different proposal.)
        
        Therefore, the status quo is not on root.  Everything requesting
        inclusion on root needs to provide the justification.  This is
        really quite simple.

   2)   Project teams are not given absolute power in Sun, OpenSolaris
        or any serious FOSS environment.  The only difference is what
        the review process is (in many FOSS environments, the role is
        that of "committer").
