Technially, "NetBIOS" is an API that can be supported on several transports, including: "NetBEUI" (yuch!) and "NetBIOS over TCP" (a.k.a. "NBT"). Yes, people usually mean "NetBIOS over TCP" when they say "NetBIOS", but the "nbt" name has much precedent in communities of Windows users.
