When I was a member (and then (co)chair) of WSARC several years ago we 
used to always email all issues to the case log and the project team. 
We highly discouraged issues "on the whiteboard".  This was because in a 
large number of cases the project team was remote from the room (like it 
would be in OpenSolaris) even though many of the members were likely to 
be local.
