when it's a review of a largely completed project which arrived via a
big bang technology transfer, it's more likely "we need to pick our
battles, and this one wasn't worth fighting then."

I seem to be one of the few people who actually *likes* certain
functionality provided only by current /usr/sbin/lu -- specifically the
menus of available disk slices which come in real handy for LU BE
creation.  
On the other hand, I'd (personally) rather use a
command-completion-style interface using (say) libtecla than a gui (for
recent "prior art" in this space, see zonecfg).
