The only significant difference that I see between the first case and
the second case is that in the first case, the various component
snapshots have been formally tagged.  In both cases, the distro is
starting with a snapshot and then tweaking it to match the distro's
requirements.

Or are you saying that unless the various components go through an
explicit freeze/stabilize/release process, there is no way for a distro
to put together something that is stable enough to be useful?
