the att source comment notices are injected at external packaging time
(so we edit local src sans the 1 page notice at the top of the file)
this allows the format/contents to be changed in on place, thus touching
only one master source file

the getopts/optget usage info, including first copyright year (since=YYY)
and author(s), are injected at compile time via att nmake rules
