There probably has to be a balance between that side of the argument and the "if it's never installed or tested anywhere, then it certainly doesn't work" side. How useful is it to keep around sources that aren't being used and that others maintaining the system are forced to update in the blind -- making source changes to keep up with private interface changes, when we know the result can't possibly be tested? Don't forget about source code management: if there are ever old bits that you'd like to resurrect, they're no further away than "hg."
