The FSF requires much more than needed.

The FSF likes to get something that is even forbidden in Germany (transferring 
the complete Copyrights to the FSF).

While there is a true background for the requiring assignements for 
contributions 
to an already existing "work", there is no need if a complete work is 
contributed. The FSF likes to get an assignement even for contributing a 
complete work and this is not needed nor desired by the typical author of a 
complete work.
