/opt isn't just 3rd-party applications. As documented in filesystem(5), it's for "add-on" applications. At least in PSARC reviews, we've generally taken that to include Sun products where you could realistically want to choose among two or more implementations to be installed. So, the compilers go there because you could choose Sun's, GNU, Greenhills, or some other compiler.
