Why can't you make such a proposal?*  You (and all other Sun engineers)
are just as much of our community as anyone else, so in principle there

I believe Jim means that he can't do the work. If you are sufficiently exposed to the closed implementation, you obviously can't be a participant in a clean-room reimplementation. Making a proposal isn't prohibited, but proposals that you can't back up by contributing seem kinda empty ;-)
