I don't agree. There should be some kind of access control to restrict
comments to those who are working on the issue or are interested to work
on it.
Because I don't intend to specifically fix a problem does not mean I
don't have information relevant to it. Having to go ask permission
before I can share that information just inserts a pointless barrier.
Limit it to people who are logged in certainly, or maybe even a subset
thereof. But limiting it CR-by-CR is just an unnecessary barrier.
