In the respins for build 70 (70a and 70b) the memory requirement for the
non-developer express install options will revert to 512mb like they
were previously.  The developer express option however will not change
from 768mb.  At least not in the respins (and likely not until the slim
install project comes along).

That said, we are aware of the memory requirements and would like to
lower them for the developer express installer if we can.
