I'm not involved, and never heard a good explanation of why it takes a week.

The current Sun web download system is in the process of being dropped,
and a new system put in place - I believe this is in the next couple of
months, but don't know the details. (They contacted the Sun bloggers
alias recently to warn us any links in our blogs to download locations
may need to be updated soon.)
