From what I can tell localeadm is no longer delivered in OpenSolaris
200x releases.
I don't know why either.
There are several reasons, but my understanding is
that the functionality has been replaced by pkg.
Running a simple command like
$ pkg install lang-support-japanese
would install corresponding locale, l10n, fonts etc.
Adding [i18n-discuss] if anyone wants to comment further.
