Though with localeadm there is man page to give pointer on how to add locale 
support properly (localeadm -a ${locale-to-add} should do, IIRC.) 
With pkg, at least so far there isn't an explicit way to tell people whether 
they should add SUNWlang-?? or lang-support-*, for example.
For one who doesn't follow i18n-discuss closely, he wouldn't know that. No 
problem switching to pkg in place of localeadm, though there should be some 
sort of pointer.
