OpenSolaris, Linux, pretty much all operating systems already do this. I currently have Firefox, Emacs, and System Monitor running and I'm using 6.1 GB of RAM. Emacs may be a pig, but I promise it's not that bad :) The operating system is using the majority of that memory to cache data that I might access soon. If for some reason I need to allocate 5 GB of ram for an application it will gladly release that memory from cache and make it available for my application. This is certainly a better system than just letting those resources go underutilized.
