Arguably because OpenSolaris isn't ready for production, and IPS isn't going to get pushed into Solaris 10 (I suppose I could be wrong here, but I'd be surprised). "Internet chatter" suggests that something that looks like OpenSolaris will be become Solaris 11 (insofar as they contain IPS and Snap Upgrade), and so you'd see your migration documents for Solaris 10 to Solaris 11.
