I noticed that some files have the "internal" license header (complete
with "PROPRIETARY AND CONFIDENTIAL" etc.) when you check out early
revisions of them. Can we safely assume that these early versions have
been relicensed under the same conditions as later versions of those
same files?

In lindenlab/viewer-development, these files are affected:

    indra/llui/tests/llurlentry_test.cpp
    indra/llui/tests/llurlmatch_test.cpp
    indra/llui/tests/llurlentry_stub.cpp
    indra/lib/python/indra/__init__.py
    indra/llmessage/tests/llcurl_stub.cpp
    indra/llmessage/tests/lltesthttpclientadapter.cpp
    indra/llmessage/tests/lltesthttpclientadapter.h
    indra/llmessage/tests/lltestmessagesender.cpp
    indra/llmessage/tests/lltestmessagesender.h
    indra/llmessage/llregionpresenceverifier.cpp
    indra/llmessage/tests/llmockhttpclient.h
    indra/llmessage/llregionpresenceverifier.h
    indra/llprimitive/tests/llmessagesystem_stub.cpp
    indra/lscript/llscriptresource.h
    indra/lscript/llscriptresourceconsumer.h
    indra/lscript/llscriptresourcepool.h
    indra/lscript/lscript_execute/llscriptresource.cpp
    indra/lscript/lscript_execute/llscriptresourceconsumer.cpp
    indra/lscript/lscript_execute/llscriptresourcepool.cpp
    indra/lib/python/indra/util/simperf_oprof_interface.py
