Because it is possible to build .dsp files from both the command line and
the IDE using msdev.exe on Windows and it is common practice to debug
programs from within the IDE on Windows, have you considered using .dsp
files on Windows?

For example:

msdev MyProject.dsp /MAKE "MyProject - Win32 Debug"

While this is clearly different than running "make -f myproject.mak ..." on
UNIX. it could be hidden from the user by a tool like configure. Also, I
know of no other way to use the same make or project file from the command
line and the msdev IDE on Windows.
