In the following mail I have sent a patch that solved the 
_XOPEN_SOURCE_EXTENDED define problems.

Well timeval is also used in dtls1.h in 1.0.0 and 1.0.1. The dtls1.h headers
are also inconsistent between 1.0.1-dev and 1.1.0-dev

Trawling through CVS it looks like:

http://cvs.openssl.org/chngview?cn=18514

was never committed to 1.1.0. Does that fix it?
