Can you then find examples of what a normal user of the library might be expected to do that fails? I know some other libraries have tests to see if version negiotation works properly. I expect those tests to fail, but I don't see this as a problem because the tests don't know about TLSv1.3 yet, and the library itself and it's users will work without problems.
