I never used the series/release/milestone stuff for tracking nova blueprint deliverables because of the release team, I did it purely for project management reasons while I was PTL since it was a clean and easy way to track that information, and allowed me to easily gather stats for blueprint levels across nova releases.
Otherwise what you said is correct about that totally being per-project and dependent on the level of OCD of the release liaison / PTL of that project.
