Yes, that’s correct, and the continued existence of nova-network testifies to 
that. But what is also correct is that the networking effort was separated from 
Nova. Since the existing nova-network code wasn’t designed to handle the sort 
of networking that was envisioned to be needed, a separate Quantum project was 
started, by many of the people who contributed to nova-network in the past. 

That detail aside, the question is still valid: did the split from working 
within the Nova project to working as an independent project have positive or 
negative effects? Or both?
